Position Summary

The Public Relations Officer (PRO) will be responsible for all government relations, HR compliance, and portal transactions in alignment with Saudi labor law and corporate policies. The role ensures smooth and timely processing of employee related documentation, Saudization compliance, and official company licensing. The PRO acts as the official liaison between Siemens Healthineers Saudi Arabia and government authorities, safeguarding confidentiality and supporting HR operations.

Your Role: 

  • Government Portals Management

The PRO will handle all activities related to the following HR and compliance portals:

  • Qiwa – employment contracts, job titles, employee mobility, Saudization compliance.
  • GOSI (General Organization for Social Insurance) – employee registration, monthly contributions, end-of-service settlements, wage protection uploads.
  • Mudad (WPS) – payroll file submission and wage protection monitoring.
  • Muqeem (Jawazat portal) – Iqama issuance, renewals, transfers, exit/re-entry visas, final exit permits.
  • Absher – support employees with Jawazat services.
  • MHRSD (Ministry of Human Resources & Social Development) – Saudization quotas, inspection management, and labor law compliance.
  • Chamber of Commerce – attestations, commercial activity validations.
  • MISA (Ministry of Investment Saudi Arabia) – licensing and renewal of foreign investment licenses.
  • ZATCA (Zakat, Tax and Customs Authority) – tax number updates and compliance where HR-related.

  • HR Operations & Compliance
  • Support onboarding and offboarding processes, including visa processing, medical insurance linking, GOSI registration, and end-of-service documentation.
  • Ensure alignment with Saudi Labor Law and update HR on new legal or compliance requirements.
  • Manage Saudization reporting and ensure Nitaqat compliance.
  • Maintain accurate, up-to-date records of all government-related transactions.
  • Act as the guardian of confidentiality for employee and company-related government documentation.

  • Qualifications & Experience

  • Bachelor’s degree in Business Administration, HR, Law, or related field (preferred).
  • Minimum 3+ years’ experience as PRO / Government Relations Officer in Saudi Arabia.
  • Proven track record in managing HR-related portals (Qiwa, GOSI, Mudad, Muqeem, Absher, etc.).
  • Strong knowledge of Saudi Labor Law, GOSI, Saudization, and immigration regulations.
  • Fluency in Arabic and English (spoken and written).
  • Strong interpersonal skills and ability to manage external and internal stakeholders effectively.
